The highway sector was opened to the private sector in the form of Build, Operate & Transfer (BOT) Scheme. The Entrepreneur builds a highway/bridge with his own investment, maintains & operates the facility and collects user charges for a fixed period of time and transfers it back to the Government there after. This concept has revolutionized the highway sector, in the terms of time of construction & improvement in riding quality.
